Pre-conference to the 6th European Ministerial eGovernment Conference "Innovation for eParticipation"

Organised one day before the 6th European Ministerial eGovernment Conference and Exhibition "Borderless eGovernment Services for Europeans", the Pre-Conference is intended to show the results of important European eGovernment research in generating and implementing e-visions and e-solutions, as well as the possibilities to build new strategies upon current results. The focus will be on the three following themes: Innovations for Government e-participation; Innovations for Business e-participation; Innovative e-services. This 3rd Pre-Conference is jointly organized by two governmental agencies involved in innovation: VINNOVA from Sweden and Polish Agency for Enterprise Development (PARP) from Poland. It is hosted by the Poznan University of Economics. The pre-conference will be followed by a dinner and is free of charge. Participants have to pre-register on the website of the pre-conference.

6th Ministerial Conference "Borderless eGovernment Services for Europeans"

17 November 2011 - 18 November 2011 Poznan International Fair, Poland

The Polish Presidency of the European Union and the European Commission are organising the sixth Ministerial eGovernment Conference, entitled "Borderless eGovernment Services for Europeans". The conference will attract approximately 900 top-level stakeholders from around the world: government leaders and officials from national, regional and local levels, industry representatives, civil society and experts. In addition to the conference, an exhibition will be organised which will showcase the most recent European developments in the field of eGovernment - both at national and European level. Each Member State will demonstrate up to three cases according to its own priorities and approaches to eGovernment. The exhibition stand of the European Commission will host the successful Large Scale Pilot Projects which play a very important role in the implementation of cross border services in Europe. They have already demonstrated concrete benefits for citizens, businesses and governments in Europe in areas such as eProcurement, eIdentification, eJustice, mobility of citizens and businesses, etc. Attendance is by invitation only and the number of participants is limited.

Collaborative production of eGovernment services

The notion of collaborative production of eGovernment services refers to the modernisation of the way governments engage and work together with their citizens in developing policies and how these citizens are empowered to harness the opportunities that new technologies have to offer. During the workshop, the achieved benefits and public value created through the joint production of services by public administrations and citizens will be discussed through the presentation of case studies. The interim findings of a study on collaborative e-Government will also be presented and discussed.

Regional governments against the digital divide

The seminar will focus on the regional and local aspects of the new "Digital Agenda for Europe" and the implementation of the "European eGovernment Plan 2011-2015", in particular looking at the challenges and opportunities for Public Administrations to deliver its services to their citizens in a more innovative, inclusive and accessible way. The possibility to combine the resources of EU Programs and Structural Funds, as well as the option to collaborate with SMEs through a Public Private Partnership, will also be discussed.

Addressing evolving needs for cross-border eGovernment services

Cross-border access to public services of other European administrations by citizens and businesses is one important step closer to a truly united Europe with strengthened eGovernment services between public administrations in different Member States. This workshop will focus on the evolving needs of the European Union towards a more efficient delivery of ICT-facilitated public services for citizens and businesses across the EU. The target is to widen the scope of use of the electronic means that public administrations have at their disposal outside the local, regional or national level. A further aim is to facilitate mobility of businesses and citizens i.e. for entrepreneurs to set up and run a business anywhere in Europe and allowing individuals to study, work, reside, receive health care and retire anywhere in the European Union.

Clouds for science and public authorities - SMART 2011/0055

(Deadline: 06/06/2011) The subject of the contract is to contribute to the drafting of a sound strategic European agenda for clouds for e-science and e-government in the EU. The study should, first, provide a cartography of the e-science and e-government clouds; second, identify technical, organisational and legal obstacles to pan-European e-science and e-government cloud computing services and propose solutions to them; third, determine the potential for using clouds deployed for e-science for providing e-government services and vice versa; fourth, specifically for e-science, determine estimates of the size of the cloud(s), the models for organising and operating them and the ways to leverage the purchasing power of public funders.

How to Improve Performance in Local Governments

The kick-off meeting of the Interest Group on Shared Services (IGSS) will gather interested parties from local, regional and national administrations to discuss the potentialities for developing shared services across government levels. This event will offer participants the opportunities to learn and exchange views about the tools and strategies to improve performance in the public sector. Local and regional intiatives will be presented. This meeting aims to support the development of a partnership between relevant actors involved in public administration management. e-Government: Information day on the 5th Call for Proposals ICT PSP CIP Theme 4

Future research activities in the field of e-Government - Online survey

Framework Programme 8 (FP8) is expected to start in 2014 with ICT for Government as one of its key elements. Through this survey, the European Commission would like to get your opinion to help shape the future research activities in this field. A summary and analysis of the received contributions will be published by the mid-March 2011. This initial analysis will be open for discussion, allowing for additional comments. The closing date for the online survey is 28th February.
